Felony Briefs: Tuesday, Dec. 16

Lloyd charged for assaulting pedestrian

A man who got out of his vehicle and punched a pedestrian in view of a Chippewa Falls police officer is facing a felony charge.

Randy M. Lloyd, 19, 115 N. Culver St., Chippewa Falls, was charged Dec. 8 with battery causing bodily harm as well as misdemeanor bail jumping and disorderly conduct and operating after revocation second offense.

On Oct. 26, a city officer saw Lloyd get out of a vehicle that had been westbound on Park Avenue at the Main Street intersection, approach a pedestrian and strike him with a fist. The pedestrian, identified as Dana P. Annis, fell on the concrete and was unresponsive. An ambulance took him to a hospital. The officer immediately arrested Lloyd.

Passengers in the vehicle said Lloyd and Annis were shouting profanities at one another through the window but to their knowledge the two did not know each other prior to the incident.

Annis suffered a skull fracture, according to the complaint.

Lloyd was also cited for first offense drunk driving.

Fitzl charged with 6th OWI offense

Chad B. Fitzl, 31, 905 Coulee Road, Hudson, has been charged with sixth offense drunk driving, a felony.

Fitzl was driving a 2000 Izuzu Trooper on 350th Street when he was stopped by a county deputy for making an illegal right turn. A blood test revealed a blood alcohol content of .268, more than three times the legal limit of .08 for a first offense drunk driving. He is to appear in court Dec. 9.

Durand man charged with assaulting hunter

A Durand man is facing a felony charge for allegedly assaulting a hunter he believed to be trespassing on a private road.

Ronald W. Larson, 59, W2039 County FF, was charged Dec. 8 with substantial battery and disorderly conduct. According to the criminal complaint:

Brandon Wilson told authorities that on Oct. 25 he was bow hunting on a friend’s land with permission and was parked on land belonging to his cousin, with both pieces of land accessed by an easement road off County Q. As he was walking out of the woods Larson confronted him and asked him who had given him written permission, told him he was under citizen’s arrest and tried to confiscate his bow.

Both men were holding the bow when Larson used a free hand to strike Wilson in the side of the face with a flashlight. Wilson suffered serious injuries, with multiple fractures to facial bones and was treated at Bloomer hospital.

Larson told an investigating officer that Wilson struck him first, denied hitting with a flashlight and said the injuries were the result of Wilson striking his head on a pickup tailgate when Larson pushed him away. There was, however, a witness to the incident and the officer arrested Larson.

Spooner man charged with child sexual assault

Frank R. Rich, 64, W6742 County A, Spooner, has been charged with three counts of sexual assault of a child under age 16.

According to the criminal complaint, Rich touched a 14-year-old girl under clothing while at Pine Point County Park in the town of Birch Creek on July 19. Rich is to appear in court Jan. 27.
